Can you reprogram the lights to a different remote?

Thanks for the question. We do not know of a process to reprogram the lights to a different remote.
How long will the lights stay on per one charge? How long does it take to fully charge?

These lights are designed to plug into a USB cube for power. They can also be plugged into a battery pack that includes a USB outlet.
